My experience with a local commercial business councilor convinced me to support a complete overhaul of our local leaf-blower enforcement ordinance. Our local government at that point had a very low employee turnover and many individuals left the city for greener pastures. So now the question becomes, "Why can't our government do the same thing?" That brings me to my next point.

The reality is that the federal government at any level simply does not have the funding necessary to implement such a program. However, I am willing to bet that if a group of dedicated entrepreneurs could put in a significant amount of capital to start a complete overhaul of the local leaf-blower laws, they might be able to make some headway. I would expect a similar program to be enacted for commercial leaf blower operation, even though it may take longer due to the lack of support currently available.
